Texas Bar Association — Referral Directory and Other Resources for Low-Income Texans
This directory is published by the Texas Bar, the state's principal bar association. It contains contact information for many legal aid organizations that are available across Texas. In addition, the Texas Bar has written and collected informational legal resources for the public.
TexasLawHelp.org Legal Aid Directory
This is a listing of all the legal services providers in Texas. Service providers are listed by name as well as by service area. It also provides information about Legal Aid and has an online form for finding legal assistance.

For All Texas Residents

Texas Legal Services Center
The Texas Legal Services Center is a legal nonprofit that provides free representation and assistance to rural Texans who qualify for their services based on income or other criteria. They also sponsor various projects that assist low-income and disadvantaged Texans who need legal help.

East & Southeast Texas

Houston Volunteer Lawyers Program (HVLP)
HVLP provides pro bono legal services to low-income residents of Harris County.
Lone Star Legal Aid
Lone Star Legal Aid provides civil legal services to low-income clients in the Houston and east Texas area. They serve 72 counties in east, southeast, and northeast Texas as well as 4 counties in southwest Arkansas. See their website for a description of the types of cases they handle.
Free Legal Aid Services (Texas Southern University)
The Earl Carl Institute for Legal & Social Policy, Inc. at Texas Southern University's Law School provides free legal aid services to low-income people. See their website for specific topics covered and qualifying details.

West, Southwest, & Central Texas

Texas RioGrande Legal Aid
TRLA provides free civil legal services to the indigent residents of central, south, and west Texas as well as migrant and seasonal farmworkers throughout Texas, Alabama, Arkansas, Kentucky, Louisiana, Mississippi, and Tennessee. Volunteer Legal Services of Central Texas
This nonprofit serves low-income residents in central Texas and helps to provide access to the civil legal system.
Austin Community Law Center (ACLC)
Austin Community Law Center is a nonprofit organization that offers legal services at sliding-scale fees. Lawyers can assist with both civil and certain criminal legal issues. ACLC also offers unbundled legal services ("law a la carte"). Open to clients throughout Texas.
Austin Tenants Council
The Austin Tenants Council provides telephone counseling, mediation services, in-house counseling, housing discrimination assistance, and lease forms. Please note that eligibility for some of these services is limited to Travis County residents who meet certain income requirements. Their website has resources that are helpful to all Texans looking for information on landlord/tenant law.
Lubbock Legal Aid Society
The Lubbock Legal Aid Society provides legal assistance to low-income residents in and around Lubbock.

North & Northwest Texas

Dallas Volunteer Attorney Program
The Dallas Volunteer Attorney Program offers free legal assistance to residents of the Dallas area who meet their qualifications. They also host several legal advice clinics throughout the Dallas area on certain days of the month.
Legal Aid of NorthWest Texas
Legal Aid of NorthWest Texas provides civil legal services to low-income Texas residents within their service area. You can call their Legal Aid Line to apply for legal services at (888) 529-5277 or apply for assistance through their website.
