Please note that eligibility for some of these services is limited to Travis County residents who meet certain income requirements. The Texas Tenants' Union in Dallas provides free weekly tenants' rights workshops, organizing assistance, counseling, training, and referrals. Their website also provides specific information for HUD tenants.

The City of San Antonio's Fair Housing/Housing Counseling Program provides mediation, counseling, and referrals to renters, landlords, and homeowners in San Antonio. HUD-certified housing counselors are trained to resolve disputes between residential tenants and landlords, but they are not attorneys and cannot provide legal advice. If you believe you may have been discriminated against in housing, the Civil Rights Division of the Texas Workforce Commission provides information on how to submit a housing discrimination complaint. They also provide information about housing discrimination on their website. The Houston Apartment Association offers a free renter's line for questions about renter rights, leases, and rental applications. The hotline is available on Wednesdays, 9:00 a.m. to 1:00 p.m., and on Thursdays and Fridays, 9:00 a.m. to 1:00 p.m. and 2:00 p.m. to 4:00 p.m. The phone number to call is (713) 595-0300.

The HOA Hotline from the Greater Houston Chapter of the Community Associations Institute is staffed with local non-attorney experts who are knowledgeable in best practices for property owners' associations (i.e., homeowners' associations or HOAs).
