Sources of Texas Law

A guide to the sources of Texas law.

About

The Texas Local Government Code outlines a municipality's authority to enact ordinances within its jurisdiction.

The code describes different types of municipalities like home rule and general law. Each type has specific procedures for enacting ordinances. Ordinances are usually enforced by local law enforcement agencies such as city police departments.

Where to Find Municipal Ordinances

Contact the Municipality

Many municipalities publish their ordinances online, but not all do. If not online, you may need to go through the office of the city clerk or city secretary. In some small municipalities, you may need to contact the local councilpersons, mayor, aldermen, or city commissioners. Your local public library may have a print copy of the ordinances.

Online Collections

The websites below are online collections for the codes and ordinances of many municipalities. If you do not find a municipality's ordinances on one site, check the others. Some municipalities may publish their ordinances on their own website rather than on a third-party site. Ask a Librarian for assistance if you are having trouble locating ordinances.

County Ordinances

Counties also have some authority to enact ordinances, but a county's authority is generally more limited than that of a municipality.

To access a county's ordinances, first check the county's official website. If not online, the county clerk, county judge, county commissioners, or your local public library may provide access to county ordinances.

Note The library cannot tell you what the law means for your situation.
