Note The Texas Lottery Commission was abolished in 2025 by Senate Bill 3070. Responsibility for bingo licensing and regulation was transferred to the Texas Department of Licensing and Regulation.

Bingo Games in Texas

Bingo is one of the few forms of legal gambling in the state of Texas. State law allows for certain organizations to conduct bingo games. The proceeds from the games can only be used for charitable purposes.

Bingo games are only allowed in areas of the state that have held local elections to legalize bingo. Local elections can be citywide, countywide, or within a specific justice precinct.

A license is required to conduct bingo games. The Texas Department of Licensing and Regulation issues licenses to authorized organizations that have been in existence for at least three years. These organizations include certain:

  • non-profits
  • volunteer fire departments
  • volunteer emergency medical services providers
  • religious societies
  • veterans' organizations
  • fraternal organizations
